What it does not score
It does not decide whether a parcel is viable. Parcel-specific findings belong in a cited site memo with the exact site, use, scale, and local record.
How to use it
Use the index to decide where a deeper first-pass site memo is most urgent. A clear market can still have a bad parcel; a hard market can still have a narrow viable path.
